# E.ON Decision Explorer — public evidence summary

**Edition:** public release
**Canonical Explorer:** https://research.qonduit.org/EOn/
**Technology:** https://technology.qonduit.org/
**Company:** https://qonduit.org/

Developed by Qonduit Limited, New Zealand. This is independent Qonduit work developed in response to the E.ON challenge brief. This public Explorer presents accepted public-reference evidence, independent validation and bounded decision pathways without selecting a winner. The package contains no E.ON corporate logo or artwork, no E.ON operational data, and no implication of E.ON endorsement.

## What this Explorer contains

- 88 accepted public-reference candidate characterisations.
- A schematic, non-geographic view of the authenticated 124-bus, 123-branch public-reference topology with candidate-selected corridors highlighted.
- 1,760 precomputed deterministic sensitivity evaluations.
- A 30-record non-dominated set across six separately displayed native units.
- Current accepted Stage 1–4 status.
- Completed seven-seat Stage 1 and five-seat Stage 3 advisory Council audits with independently verified procedure.
- The tested-scope quantum result: **PASS_NO_DEFENSIBLE_TARGET_ADMITTED**.

## Scientific and advisory status

- **Stage 1:** PASS / HIGH; frozen static public-reference evidence independently accepted.
- **Stage 2:** terminal PASS; complete 88-candidate analysis and six-dimensional Pareto relationships.
- **Stage 3:** PASS_STAGE3_TEMPORAL_REALITY; 35,136 complete 15-minute intervals from a public SimBench-derived non-E.ON 2016 reference. Deterministic sensitivity only—not a forecast, probability or E.ON calibration.
- **Stage 4:** formally complete / PASS after A03 canonical admission; protected scientific evidence unchanged. Stage 5 is not authorized or started.
- **Stage 1 Council:** PASS / ADVISORY_COMPLETE; seven members, 42 ordered non-self review edges and 95/95 procedural checks passed. Advisory only; not seven independent numerical reproductions.
- **Stage 3 Council:** PASS / ADVISORY_COMPLETE, NATIVE_TASK_COUNCIL; five members, ten review edges and fifteen decisions with five acceptances each; zero dissent, minority findings, blockers and vetoes; independent procedural verifier terminal PASS. authority=false.

## Quantum result and continuing pathway

Q0 completed successfully as a target-screening investigation. It did not find a defensible quantum target in the currently authenticated family. This exact result does not mean quantum is universally unnecessary or impossible. Qonduit made zero execution calls for this result; no simulation, MPS, quantum hardware or provider run occurred in this independent challenge-response work, and no quantum advantage is claimed. The controlled pathway may be revisited when authenticated larger instances, measured classical-hardness scaling, a lossless decoder and target-specific resource evidence exist.

## Claim boundary

- The public-reference workflow contains 88 accepted candidate characterisations and 1,760 precomputed sensitivity evaluations.
- The public-reference topology contains 124 buses and 123 source branches; candidate selections can be inspected in a schematic, non-geographic view.
- A public dependency-free Python verifier published by Qonduit Limited, New Zealand authenticates and structurally verifies the supplied 88 candidate records and 1,760 deterministic sensitivity evaluations, and independently recomputes the 30-record six-metric non-dominated set.
- Thirty records are non-dominated across six separately displayed native-unit objectives.
- Stages 1–4 have accepted dispositions within their declared public-reference scope.
- The seven-seat Stage 1 and five-seat Stage 3 Councils completed substantive evidence-based advisory scrutiny with independently verified procedure.
- Qonduit Limited, New Zealand developed the workflow technology, quantum-target screening discipline, independent-validation orchestration and interactive decision presentation.
- The controlled pathway can revisit quantum execution if future authenticated target, scale, decoder and resource evidence justify it.

Not established:

- The reference evidence is E.ON-calibrated, operationally representative, a forecast, probability or growth plan.
- A candidate is a preferred winner, operational recommendation, investment decision, construction claim or N-1 certification.
- The source-relative cost index is E.ON CAPEX, NPV or business value.
- The scoped negative target screen means quantum is universally unnecessary or impossible.
- E.ON executed a Qonduit quantum workload, MPS comparison, hardware run or provider run for this result.
- The Councils created scientific acceptance authority, deployment authority, external certification or publication acceptance.

## Public reproducibility package

**Repository:** https://github.com/SolRollaz/eon-phase1-static-reference-reproducibility
**Reviewed main commit:** 8c5ff06794671edad486665dbb6a71952c976b49
**Attribution:** Qonduit Limited, New Zealand, 2026

Dependency-free Python verifier. It authenticates and structurally verifies the supplied 88 Stage 2 candidate records and 1,760 deterministic sensitivity evaluations, and independently recomputes the 30-record six-metric non-dominated set. It is supporting public evidence, not a substitute for this explanation.

It does **not** rerun upstream candidate enumeration, the original power-flow model, CINELDI ingestion, Stage 1, Stage 3, Stage 4, Factory/Council/Qonduit runtime, quantum execution, or the entire project.
